The issuance of a new edition of the Manual of Surveying Instructions (Manual) has always been a major event in the history of the Public Lands Survey System (PLSS) and in the management of Federal lands. The Manual is not just a document about the Federal Government and its land; it is just as much a document about the protection of the rights of our neighbors and adjoiners.
